What does 250% stretch deliver?

Because the film stretches further, you use less film per pallet. That lowers the cost per wrapped pallet, provided your machine is well adjusted.

Do I need a special machine for 250%?

You need a wrapping machine with adjustable pre-stretch to make use of the high stretch percentage. Without pre-stretch, you will not achieve the return.

Is 17 my strong enough?

For light, smooth pallets, yes. For heavier or sharp loads, choose a thicker film.
