At 294 x 194 x 144 mm the internal size sits closely around common book and ring binder formats, so hardly any room is left at the sides for the contents to slide. Will an A4 lever arch file fit in this box?

No, a standard file stands around 320 mm tall, so it will not lie along the length. A loose A4 sheet does not fit flat either, because A4 is 297 mm long while the internal length is 294 mm. A5 format, books and smaller folders do lie flat on the base, and that is what this size is cut for.

Is 3 mm strong enough for a box full of paper?

For normal consignments it is, provided the box is well filled and you tape the underside firmly. If you fill this size completely with solid paper, a thicker quality or a smaller format is the wiser option.

What is the alternative for low consignments?

For flat contents with very little height, postal boxes are the better fit. You then waste no volume and need less filling material, so measure the height of your goods first.
