Is a narrow, tall box prone to falling over?

Standing on its own, yes. In a closed stack or packed tightly together on the pallet, it is not an issue. Make sure the heaviest part of the contents is at the bottom.

How do I protect fragile contents in this size?

Work in layers: fill at the base, product in the centre, fill the sides and finish with a layer on top. The contents should not touch the wall anywhere.

Do these boxes fit on a Euro pallet without overhang?

Yes. At 480 x 280 mm, you can lay them in rows that stay within the pallet area. Avoiding overhang matters, because protruding edges are precisely what gets damaged in transit.
